A formal definition of an artisan is a person who makes objects via a particular craft: a craftsperson. To be considered an artisan they work by hand with instruments of their craft and, as a consequence, they are skilled to a certain level. Their knowledge is usually transmitted to apprentices. Furthermore, the result of their work is unique rather than industrialised.
Using this description, it is difficult to imagine wine fully as an artisanal product. There might be some steps within the production...
